Anyone shopping for scenery. Surabaya sells scale and price, not a postcard: no beach life, no expatriate resort layer, and an English depth thinner than Bali’s. If your Indonesia is an island fantasy, this working port city will disappoint you at a very reasonable rent.

Surabaya’s anchor is the east’s ceiling: RSUD Dr. Soetomo is the public hospital of Surabaya and East Java’s Type A top-referral hospital (a 1,505-bed figure in captured sources dates from 2004 and prints dated, not current). No JCI claim was found and none prints. The transfer logic runs in Surabaya’s favour — this is the city the outer islands route to, with Jakarta and Singapore beyond for the extreme cases.
Daily care depth matches a city of this scale: university-linked specialists, private hospitals and pharmacy depth. The medevac pre-authorisation rule from the country page still governs the worst case; the flight starts closer here than anywhere east of Jakarta.

For the eastern archipelago, Surabaya is the hub: the hospital, the airport and the consulates-and-services layer concentrate here, which is precisely why the transfer chains from Lombok and the east terminate in this city.
Bahasa Indonesia runs daily life, with Javanese underneath; English is a business-layer language, thinner than Bali’s tourist economy. The expatriate layer is corporate and campus-linked rather than a resident retiree scene.
Families price the E31/E30 doors on the country page; school immunisation is not an enrolment bar in the official material captured. What Surabaya offers a household is infrastructure and price — community is built, not inherited.
