George Town (Penang)

Penang island’s heritage city and the country’s genuine second medical hub: Island Hospital’s flagship bench, a UNESCO-listed core (with Melaka, 2008), and crowd rent samples below the capital’s — beside an island foreign-buyer strata floor of RM1,000,000, not the RM600,000 figure agent marketing attaches to it.

George Town

Who picks George Town

The mover who wants a real hospital bench without the capital: Island Hospital and Penang Adventist on the island, the UNESCO core to live in, and an MM2H operator market anchored here (Alter Domus and Action Realty both list Penang addresses on the MOTAC register).

Who should skip it

Anyone budgeting from the “RM600,000 island condominium with MM2H” claim — that figure is the federal Silver minimum, not a Penang floor, and it is barred on this page. Island landed property prints at RM3,000,000.

This city is one stop, not the whole map. The routes, status duties, taxes, contacts and printed gaps live on the Malaysia page; the planner runs the numbers with ?country=malaysia.

Budget, separated by life

What a month looks like

Role in the comparison
The medical-tourism island and heritage core: the country’s second hospital bench, an MM2H operator base, and the Straits-city half of a UNESCO pair.
Rent sample — dated
Numbeo contributor crowd data (platform updates 25 September–2 October 2026; thin — about 25 contributors): one-bedroom, city centre RM1,648/month; one-bedroom outside centre RM939/month.
Rent sample 2 — dated
Same dataset: three-bedroom, city centre RM2,497/month; three-bedroom outside centre RM1,698/month. A top-end marker only: Shorefront Residences three-bedroom asking RM6,300–8,500/month (October 2026) — a marker of the island’s ceiling, never an average.
Rent evidence quality
Contributor crowd data on a thin contributor base — not listings, not leases. No signed-lease evidence was obtained for any Malaysian city in this research (checked 8 October 2026).
Money
Malaysian ringgit (RM) — MM2H deposits and fees print in U.S. dollars on the country page
Health anchor (named only)
Island Hospital Penang (~600 beds, 120+ specialists), Penang Adventist Hospital (est. 1924), Gleneagles Hospital Penang, Pantai Hospital Penang

Healthcare

A genuine second hub. Island Hospital Penang — Malaysia’s first Flagship Medical Tourism Hospital (MHTC/Ministry of Health programme, assessed with JCI/IQVIA input) — runs around 600 beds and 120+ specialists across cardiology, oncology, orthopaedics, gastroenterology and neurology (ACHSI/MSQH). Penang Adventist Hospital (est. 1924; JCI) covers cardiology, oncology, renal and health screening. Gleneagles Hospital Penang and Pantai Hospital Penang (Bayan Baru, about 190 beds) complete the set; an official international-patient page was not opened for either of those two.

Published procedure evidence in this dossier is narrow and dated on the country page; complex cases beyond the island’s depth route to Kuala Lumpur, about four hours by road or a short flight.

Climate & ground feel

Tropical island weather — hot, humid, sea-moderated, with monsoon rain; the heritage core floods locally in heavy downpours. The hillside and beach suburbs (Tanjung Bungah, Batu Ferringhi) trade breeze for distance from the hospitals.

Getting around

Penang International Airport connects regionally and to Kuala Lumpur; the island’s movers live by car and ride-hailing, with the ferry and the two bridges tying it to the mainland (Seberang Perai) and its lower mainland floors.

The people side

The UNESCO core is walkable, food-led and multilingual; the expat and MM2H community is one of Malaysia’s oldest. Print the counterweight the crowd data misses: a real MM2H couple’s 2024 actuals ran RM13,500/month with a RM7,500 luxury seafront rent — the island prices by housing choice, not by city name. Beachfront asking ranges for Tanjung Bungah/Batu Ferringhi (RM8,000–13,000, StarProperty) sit above its Kuala Lumpur prime range because of the areas chosen, not because Penang costs more than the capital.

Watch-outs

The island floor is RM1,000,000 strata / RM3,000,000 landed (dated secondary, Bar-circular transcription October 2024; the PTG Penang guideline confirmed current 29 May 2025 is the confirm-at-consent source); mainland Seberang Perai prints RM500,000 strata / RM1,000,000 landed. The RM600,000 “MM2H island condominium” figure is barred — one agent site only.

Penang consent levies print as dated secondary (reported 3%, with a 1.5% band for island strata RM1–1.5 million) — verify in the consent application.

A short story of George Town

Founded as a British trading post in 1786, George Town layered Malay, Chinese, Indian and European quarters around its port; in 2008 UNESCO inscribed it with Melaka as the Historic Cities of the Straits of Malacca, recognised for some 500 years of East–West trade.
